Well, I^m still not sure what the problem was. I ended up doing a system restore to fix another issue on my system and R&R Report Writer started working fine after the restore.

It happens with any report. Whether I try to create a new relationship in an existing report, add a relationship to an auto report, or create a new blank report and add a relationship.

No, I^ve tried both ways. It always reverts back to "terminate".

I am having a strange problem while trying to create a very basic report that joins two tables. When I try to set up the relationship between the tables I can^t get the Failure Action to change to anything except Terminate. If I change it to Skip or Blank it changes back to Terminate when I click OK...
