Page down or mouse wheel in preview

While previewing a report, I can^t page down or use a mouse wheel to move down the report, nor can I use the slider bar to move through the report. I can only use the menu bar arrows to move through the pages.____Is there any way to have page up/page down and/or the mouse wheel and/or the slider bar...
