PDF Printer not loading from rrwrun

I am developing a web site. I would like to use R&R on the web server to print to a PDF file that could then be displayed on a web page. My CGI Delphi program can call rrwrun and print to a pdf but only if there is a session of the web server that has the designer open. But then it only works once because the PDF printer is uninstalled when used by the CGI. I would like the PDF printer to install when the runtime is called. Is this possible?
