Logitech Mouse scroll problems

We were using R&R sql 10 on win98se then switched our systems to winXP pro, now the mouse will not scroll using the wheel when previewing a report. If you click on the wheel, then you can move the mouse to scroll up/down or left/right, but the wheel alone will not work. Has anyone else had this problem. We have even went as far as trying a different wheel mouse by Logitech, as well as a wheel mouse by Microsoft. Both Microsoft and Logitech claim it is the software manufacturers fault. Again it worked just fine in 98se, but fails to work in XP, same mouse driver version, same application version. I can^t believe we are the only ones with this problem. Anyone with any ideas
