Silent install of RSW Runtime

For the first time I need to distribute an RSW report (SQL version 8.1).____I tried numerous times to create a silent install reponse file to install the Runtime (talked about in the Help File), and it does not create a file.____I tried: setup -wdr c:custom.ini, and went through the install, but the custom.ini file is not built.____Is there a way I do create a file manually? All I want to do is create a custom response script to just install the runtime.____Thanks!
