report not displaying properly

Trying to run a report using an xbase flavored R&R. The report does not display the page header or record. Input and db source are correct. What am I doing wrong?

You must select a Group and Sort and then you can make a page header and footer on that. Go into the Band area where your record on the left of where you record displays. Double click in that are and a screen will appear for creating a band line. Now select from the pulldown what kind of band line that you want. You can have as many band lines for your footer or header that you want. Make sure that the footer is based on the sort field that you want it to be on.____I hope this answers your question. This is on an existing report format. I wasn^t making a new one.

Check Database Group order and make sure that Swap Header is not enabled for any group field.__Then in Format Record Layout make sure that Suppress Record Band is not checked.____Kathleen__R&R Support

Non of that was selected. I have "Suppress Record Lines" not Bands, which I guess are the same. Non of that was selected either.
