R&R 9.0 on Citrix Metaframe

We are running R&R 9.0 on Citrix Metaframe 1.8. Publishing the application works great, except that the network licenses are not releasing when users log off. ____I have checked file permissions and permitted users have full control of RRW.LIC. We are hosting this application for business partners, and this is causing major issues.____Has anyone encountered this before. We are not having issues with R&R 8.0 in this same environment, what^s up with 9.0?
