Problems registering OCX Control on 95

I have written a VB app that uses the OCX control. I set up Install Shield Express 4.0 to install my app then the OCX run time control. Everything installs fine on windows 98, 2000 (Not sure about NT 4.0 yet) but when I install on 95 the OCX will not register it^s self. Any help or suggestions?____
