SNBD6W9S.DLL Placement

The R&R documentation says to place snbd6w9s.dll in the Windows System directory, the default install directory.____Can it, however, be placed in the application directory on a server instead? I would really rather not have to deal with modifying workstations when most only access our reports with RRWRUN.EXE.
